Thanks guys!!!

Its clear as mud too me now!! this manager pretty much said something to this affect to me I guess I will have to talk with the elctrician. But I like the idea of plugging in a 2 prong appliance and if the Hot and ground are reversed then it wont work. I will try that next time

Try using a wiggy or lightbulb. That will help figure out if you are seeing capacitive coupling or an open neutral being energized thru a turned-on appliance. Be careful with the cover plate and screw on that outlet just in case ground really is hot.
