First post I was being funny and took two of the previous posts from other people, and put them together. (you didn't think it was funny)

From your post...

I'll answer that from your post.
"When balance is achieved there is NO
neutral current" So "higher than normal" would be somewhere above zero, or the combined imbalance of the circuit, right?

Now, could an "additive harmonic problem" also be a consiquence of an unbalanced load? (one of many consiquences, not completely related)
I say yes.

"can occur without a grounded conductor (neutral) being involved" TRUE!

Oh whats the use... Did we answer the question? I guess not!
