Did not mean to make light of this issue. In VA there is a definite procedure, first appeal to inspector making decision, then to Chief of that trade, then to any appeal board set up in the county, then to State appeal board, THEN you can begin court proceedings.

It is not a decision to make lightly. If it is not a major safety issue, it's just easier to make the change, and then try to argue down at the county level for next time.

Having been involved on all sides of the issue, it's not an easy task, and you'd better be danged dedicated to the subject. In VA, if you go off half cocked, you will not be taken very seriously, so it takes lots of prep time.

Most people are not willing to go through that for "there's too many wires in that box".
