Huh? A home office would fall under "simmilar room or area of dwelling units" as would breakfast room breakfast nook, billiard room, reading room, etc. All not specified directly yet receptacle placement rules would apply. George are you an electrician? Just curious.
Your defintion of "similar" may or may not be correct in your juristiction. It is not correct in my buildings.
You might note that most building codes only require 200 - 300 sq ft of habitable space in a residence. The rest of the space can be denoted "non-habitable" on the plans and again the 12' rule does not apply.
Seems to me that for less than what it cost to stand and argue with the ahj about where a recep should/shouldn't be,You could put them in per code and be done with it.
