Hmmm... you mean maybe something like they did with the AFCI back in the 2002 NEC, which said we would need to install them in bedrooms starting in 01/05? And then again mandating the change to C/AFCI’s as of 01/08 in the 2005 NEC? And now in the 2011, mandating the AFCI outlet device for extensions and modifications starting in 01/2014?

The original CMP intent was to require them throughout the house back in 1999, but it was thought to have been too disruptive with a new device so they limited them to bedroom receptacle outlets. Then they expanded it to all bedroom outlets, then to more areas of the house.
Soon they will be exactly where they originally wanted to be in 1999, with everything in the house protected with AFCIs...and it only took us a little over 10 years to get there.
