It is a good thing youe senerio is fictionious otherwise we would be paying an arm and a leg for copper. Besides I could manage with one arm but with one leg, I would not get too far. Fuel surcharges have to be approved in some states, or you may be returing a lot money, you collected plus a stiff fine. You can charge a fee but i would be carefull not to call it a fuel surcharge.
