I Think Reno has ShockMe's answer, it is a transformer for the electrician, it transforms into a bucket truck for light poles and hooking up services! it's the perfect work truck..

That thing awfully looks like it might have started it's life as an innocent Mazda E 2200 (fairly common work horse around here, available as a van with 9 seats, work van, pickup,...

This is one of a series of Japanese trucks that were on display at some convention in Japan. I lost the link, but there are several photos circulating around the web of all kinds of bizarre mods they do to trucks over there. I'm glad I'm not a detailer in Japan.
