Here I believe it is now illegal to put a school near a sub or high power lines. I think mainly due to fears of EMF and leukemia.

Even though those reasons may or may not be proven valid just yet, the effect of such a law is still desirable. Keeping kids' playgrounds away from areas where very high voltage lines may fall hot, or exploding fire balls from old substations is a very good idea. Little kids may not know that a dancing high voltage wire arcing to the ground is dangerous and is not to be touched or approached. Some kids might think it similar to a dancing garden hose spouting water or such...
