Do you know if a contractor did this work or was it the school janitors? [Linked Image]

I am being serious! Recently, I’ve seen some schools where the maintenance guys are doing things that are why out of the scope of what they were hired and qualified to do. I can’t believe an electrical contractor did the work pictured above.
