Those corners often crumble as they age.

He probably added more mortar to repoint the ledge and uses the grinder to get it all nice and even.

The concrete in the area he's working looks darker than the surrounding stuff.

Other side of the coin Sven,
he could just be giving the concrete work a bit of a clean up, as in taking off all of the algae and dirt build-up.
Mind you, I'd hate to fall off of a scaffolding, wether I was holding a spinning angle-grinder or not!. [Linked Image]

Looks to me like they just bent the scaffold a bit so they could fit it under the awning farther.

I dont know but it looks like an optical illusion, trying to figure out what end of that scaffolding is actually supporting this guy. Grinder without the protective cover, no safety goggles, yikes!
