Just met with the local HBA about the Code change to 250.50 and the rebar grounding.
We concluded that 1. If rebar is not required, don't install it. 2. If required and size isn't specified, use 3/8 inch bar.
If rod is 3/8 or not installed just use a ground rod like has been done for years.

If 1/2 inch or larger bar is used it must be used as the grounding electrode. If a Ufer ground is installed and there is 1/2 rod the Ufer must still be bonded to the rod.

The methods described by others work and the Mike Holt site is very helpful.
We're trying to get the contractors to buy some green spray paint so the foundation inspectors know what to look for before the concrete is poured.
