OK, I got it now....I'm just slow...the concrete porch is on the back side of the service, so he's got concrete on all sides.
Can you cut a kerf into the concrete with a concrete saw to make a channel for the GEC to go outside? Then, fill the kerf with concrete patch after the GEC was placed into the bottom?
