In my post I did not make it clear that we are not "in the pour" as Harold says that comes from good specs, we are flush with the dirt grade most times.
I have never seen what you describe for site lights, I do not know that I would do that.
Around here site lighting excavating is usually included in the site guys contract so I would probably run separate from the curbs.
