250.4(A)(3) requires an equipment grounding conductor for this circuit. 250.30(A)(1) requires a bonding jumper sized per Table 250.66 to connect the grounded conductor to the equipment grounding conductors. I don't see a rule that says you have to bring the grounded conductor itself into the building, but you must bring a fault clearing path into the building. Don
