My experiance has been:
Washington State inspector required AFCI protection on bedroom receptacles even though permit issued prior to 12/31/01.
City of Seattle inspectors require AFCI protection on bedroom receptacles for service change-outs.
Both the above simply look for AFCI breakers in the panel. They did not investigate further.
