Glad everything worked out for you, I'd still test the snot out of that circuit(s). Your answer is if it is Delta/Delta and it probably is, yes it can.

Just reread your original. Delta/Wye usually does not cause that kind of problem. Suggest you check arrestors on the line side, and look REAL closely at the ground path for the transformer.
