I understand about the proper line and load terminals, and I couldn't imagine, like you said, that reversing the 2 lines at the load would make any difference. That is why I don't see why the manufacturer indicates to keep them identified on the 5 terminal block at the spa, stating to use different colored conductors and all.
T1=30A-L1(RED)
T2=30A-L2(BLUE)
T3=20A-L1(RED)
T4=20A-L2(BLUE)
T5=N

I thought maybe there was a component that used power fron each of the circuits and reversing the load terminations on one of the circuits might make a difference of that component receiving 240 or 120V.
My second guess was that the instructions were written by non-qualified individuals!
