well what you seem to have is what is called "meter creep"this can be forward or backwards.usually the 2 little holes in the disk stop this, but not always.a lot of the really old meters did this. but most new will not due to design. what type meter is it? it could be because the meter was hit by a large surge, weaking the braking magnets.but not usually. ok guys feel free to give it a shot.
