The way I read 210.6 is if something falls under (A) Occupancy Limitation that rules out (C), so C is a general rule, however for outlets in dwelling units and guest rooms or guest suites of hotels, motels, and similar occupancies item (A) supersedes item (C). But it seems your reading that differently?
