I wonder if they reduced conductor size to save copper. Normally fixture wires are 18ga minimum.
In most European countries it's 0.5 mm2, which is rated for 6 A. At 230 V that's 1380 W. I doubt you can go small enough to restrict the maximum lamp power in a domestic light fitting.
