I'm in the US of course and my knowledge of foreign methods is limited to what I've read in books and here online (and of course that which I have to imply when my jobs hand me equipment meant for use elsewhere and expect me to figure out wtf to do with it).

That said I've seen many references to the number of different connectors available in European countries, and apparently it's not uncommon for the layperson to buy appliances and have to attach their own cord caps...

Apparently that's just a normal thing most people are expected to be able to do.
