I've been known to overthink things a bit myself.
But, I stand by my answer, it's True. There's no way the answer could be False. The question as written doesn't ask if a Neutral is required, it asks whether a wire has to be white. As 200.6 says otherwise the Answer
has to be True.
If the question meant to ask whether a Neutral (grounded) conductor was needed they should have left out the word "white".
P.S. Where are the questions coming from?
