Going over 682, I see no reasoning to venture into this Article. IMHO, the pic does not contain anything that would standup to the 682 defs.
Using what Mike states above...where is 'the highest water level' to base the datum plane on?
That said, GFI protected receptacles at any compliant location in this area would suffice.
I'd be very curious as to how the local AHJ sees this!
