That's exactly what the 2011 NEC Table 310.15(B)(16) says as well as each previous version (disclaimer; the oldest NEC in my office is 1987).

Looks like you guys are finally coming around, eh?

The 25 amp value can be used for derating, but over-current protection remains at the 15 amp maximum regardless.
