1: I strongly doubt that the POCO would allow you to grid-tie single into 3 phase.
2: I have not seen any attempt to do this. Theoreticaly it sounds feasible, like using three single phase transformers in lieu of a three phase transformer. Also, you may have issues with the AHJ, unless you can provide documentation (Mfg) of approved/listed use.
