In this jurisdiction any fixture over a tub is required to be vapour proof for 2 reasons. Tubs can be retrofitted for showers and wet hands break bulbs as does splashing water. For some unknown reason people naked in the tub are considered to be at greater risk of getting burned or electrocuted than naked people in front of the sink ;-)
