This code reference gives us permission to use the higher temperature rating as a starting point and then derate for raceway fill (ampacity) and ambient temperature (correction). Why you would not start with the highest temperature rating is a mystery to me. If I'm bidding a job use the smallest wire possible and that's going to be the one with the highest rated insulation.
