They may say that the intent of equipotential bonding does not include tying it to the EGC pointing to the FPN in 680.26(A) but it is not a bad idea. I agree that in a double insulated all plastic installation there is not much to bond. At a certain point I would be asking about the floor. Is it concrete with tile? That may be the next thing to look at if you want to worry about something. That is yet another selling point for the Ufer and bonding the wire in the floor to the rebar in the footer.
