If you're using MC, then the 'special' product is available, and you can make the comparison. I've had the same price quoted for the two (blue wire vs. 2nd white).
However, NM (Romex) seems to be the household method of choice ... and I'm not aware of romex with a blue wire. In that instance, the '2nd neutral' version would be a unique product.
