IMHO, if there is any intention of avoiding extension cords (AKA "surge strips"), you need a lot more than two receptacles per cube.

A lot of cubes around here have a couple computers, 2-4 monitors, an Ethernet switch or hub, and a couple "under-the-shelf" desk lights. That's 6-8 receptacles right there.
