According to the 2008 NEC, whatever isn't GFI will need to be on an AFCI circuit breaker (I've oversimplified somewhat).
When figuring your extra cost...remember that sharing neutrals results in most of these things not working right.
I guess not enough people objected during the NEC adoption process.
