This is a 277 volt circuit. This is a 277v bulb, I have one in my hand right now. The prob, other than the question of legality on the use there is that the socket is rated 250v. The installer used a standard recessed fixture and wired it 277, probably cause the rest of the building is 277v fluorescent.
BTW Phillips makes them, they're $6 each.
And yes, it blow the 120 bulbs as soon as the people installed them (that's how I got involved in the first place).
