A Mains voltage fluorescent fitting does not start at line voltage. It uses the ballast to create the strike voltage, lasting nano-seconds, through a collapsing field in the ballast itself, to ionise the gas vapour in the tube and create an arc, hence the flash. After that, the ballast controls the current to the circuit.
