However, how do you define or measure incompetence?.
I'm quite glad to say that I've worked with very few incompetent people in my time and only one of them was an apprentice and he just didn't listen most of the time.
I draw the line at a fully qualified worker that should know better, going on thier merry way, against all instructions and causing an unsafe situation to occur.
The way I deal with anyone in a situation like this is just pull them aside and let them know that thier actions could cause thier or someone elses injury or death.
This is a situation, where "talking down" to people will only make things worse, it just turns them off mentally, which is the last thing you want to do.
