On the surface it sounds like a great idea. You would need to track both the company and the company owners/managers to prevent the all too common name changes. It also would be hard to get started and might just end up being a forum to bash GC's even when the problem might be with the sub. If you figure out how let me know and I'll spread the word.
As for your problem, it sounds like a personal visit is needed. Also call some of the other subs and see if they're having the same problem.
