Gee: From the looks of it....
Go up on the roof, install a guy cable on the left side of the mast. Pull the mast back plumb; install a few straps on the conduit, and a few masonry anchors in the meter pan; done.
Now if the guy was installed, ar a "drop support"; the situation in the photo may not have occured.
The POCO here requires a guy, or an independent "drop support" for a service installation as pictured
