The way I read 210.52(C)(2) any counter "space" on an island 24" x 12" or greater it needs a receptacle. I see the counter space on each side of a sink as a separate space. The 24" is the troubling measurement. If the counter is only 23 inches across it has to be 24" long to trip this rule. If it is the regular 25" to 30" you see in an island the space only has to be 12" long.
