I know, it may be lack of maintenance, or no budget to fix these problems, but what if someone makes contact with these open exposed live wire?

Is that what I think it is in that last photo? A box with two duplex receptacles, with the bottom half in a puddle of muddy water? Surely that can't still be live, can it? Seems like a shock hazard, for sure.

I didn't check to see if it was alive. It may become alive when the street lights come on.
I'll begin to carry my wiggy when on a "photo shoot"so I can find out if stuff like this is hot. The box is in a tree well in the mud!

Does the code require more support clamps for conduit in places likely to be abused? (Reffering to pix at the top of thus thread, the broken conduit). A few more supports wouldn't have cost that much more.
Are there the max amount of wires in the conduit on the right (above the yellow paint area)?

Joe: Instead of the Wiggy, why don't you carry a "non-contact" type tester. Ie: "Fluke" Volt Alert; 90-600 volts, and the size of a heavy pen. It's a little easier to carry!. John
