The code making panel assumes that portable electric devices like radios, stereos, ect. will be used in the pool area. By requiring a GFCI protected receptacle close by, it is likely that this GFCI protected receptacle would be used to power any devices used near the pool. If this receptacle was not required, then cords would be run from other outlets that may not be GFCI protected.
