5 or 6 down on the left appears to be a factory breaker tie. The proper way to do what the nail is attempting

Actually I did see an 84. It was in new construction. [Linked Image]
They ended up putting two circuits on each breaker. The lights in the owners office and the vending machines shared a breaker and kept tripping.
The panel was single phase 120 / 240 volt supplied from a three phase 120 / 240 volt service. The prints showed a transformer and the contractor actually charged the customer for it. [Linked Image]

FPE actually makes an 84 circuit,(narrow 1/2") 200A resi combo panel kit, and is by no means small physically.

Oh ya, its sold with breakers that trip also [Linked Image].
