That looks more like a temporary test lashup than a permanent install.

I think it's probably safe to say that it doesn't come under the requirements of "neat and workmanlike."

...Maybe a sanitation engineer. The install looks like $%^&$%&. Seems like a bizarre place to mount equipment, on the side of w water heater

That's a spare for when the first one burns out because there's no OCP.
