Are all circuits leaving a panel board, protected by breakers considered branch circuits only?

Or Feeders also?

Circuits leaving a panel can be either branch circuits or feeders.

Quote:
Branch Circuit. The circuit conductors between the final overcurrent device protecting the circuit and the outlet(s).

Quote:
Feeder. All circuit conductors between the service equipment, the source of a separately derived system, or other power supply source and the final branch-circuit overcurrent device.

So if a main panel houses a 60a breaker feeding a main lug sub, the conductors between the 60a breaker and the sub-panel are feeders.

But, it's not necessarily a "feeder" for purposes of Table 310.15(B)(6).

YMMV.

Why would it not necessarily be a feeder? Are you saying it would be a service conductor(s) if this was a separate building? Please elaborate.

I'll refer you to this discussion about 310:15(B)(6):
