Here in Washington, the meter base is not considered to be accessible to the occupant. Technically, the power company says you need to call and coordinate cutting the seal, there its not really accessible. Therefore, the GEC can not be run from there.
This is a AHJ call, and not an NEC code rule except for a strict interpretation of 250.68 which says the GEC must be accessible.
