The 1993 NEC sec. 680-40 Outdoor Installation. A spa or hot tub shall comply with provisions of part A and B. Then if you look back into section A & B it talks about grounding for a motor or a panel. This is why you need to know which section of the code he is failing you for. Is he calling the spa outside "wiring to a motor"? or "wiring to a panel"?
