406.(B)(1) applies to the screw that is factory installed on the yoke of a receptacle. Are you removing and replacing this screw with a tec screw? Did you intend to refer to 250.8? If so I would classify a tec scre as a sheet metal screw.
In my opinion the screws provided by the manufacturer are requied to be used on the meter cover.
