As Greg explained, there is no NEC compliance issue for Receptacle orientation, per Residential installations.

The orientation is personal preference (Ground Pin Up or Down);

The Project Manual / Specifications on Plans require Receptacle Ground Pins to be at a certain orientation.
This would make the requirement a Design-Issue, not a Code Compliance issue.

I think there may be requirements in Hospital installs, which Ground Pin orientation has relevance to a given Code... but since I do not have much Hospital experience, I could not vouch for accuracy!
Members with more Hospital experience should verify this claim.
