I was thinking if this was in Manitoba I would probably talk to Manitoba Dept of Labour - Mechanical and Engineering Branch and see if this falls in there mandate to inspect it.
Their electrical inspectors have the power to certify installations for one off things like your emergency trailer.
In California there must be an equivalent state department that would be able to do this.
