KJay, all I see these days for the "intersystem bonding strip" is a tail of #4 solid sticking out of the meter pan. They bug onto it from the cable and phone. (usually all in the same bug). If the copper thieves don't steal it, the system works but it is ugly. If I was the homeowner I would insist the builder come up with some kind of enclosed terminal block but most of them never see the trade rags where they sell them so they think what they have is all there is.
I did see one at the Home Depot the other day
