Is this why US GFI's are 5 mA and European RCD:s 30 mA
I think it's more because the American 6mA GFI is intended to provide protection against shock whereas the European 30mA type grew up from the need to provide protection against ground faults on TT systems. As TT isn't used in the U.S., they had no such need.
