In Austria it's advised to test GFIs twice a year, along with daylight savings (you have to reset your clocks anyway, so you can as well test your GFI). I don't know how many people actually do that.
NO shock risk at 110V???????????????????? Did some guy go nuts here??????? 110V is very well sufficient to kill a person, although it's definitely less dangerous than 220.
However, on my opinion stepping down from 220 to 110 just for safety reasons would be the worst nonsense I've ever heard. Just from an economic point of view!
